Countless beer mugs, shot glasses, ashtrays, and soon perhaps a bong, too? The MEK's collection holds many objects relating to the consumption of alcohol and tobacco, but none relating to marijuana. Or not yet, perhaps?
Alcohol and tobacco are widely understood as part of everyday life in Europe and – though limited by age restrictions and purchase requirements – legally available in all European countries. The health and moral assessments of these substances have changed over time and continue to be a topic of debate. Despite the cultural acceptance of alcohol and tobacco, their health risks are undeniable today. In some countries, amongst which the UK, a tobacco ban is being considered. Despite ongoing debates, the use of alcohol and tobacco is culturally accepted.
The situation surrounding marijuana is different, as its consumption is illegal in most European countries. In 2024, Germany takes a historic step and legalizes the possession of marijuana. With this step, Germany follows the example of countries such as Portugal, the Netherlands, Malta and Luxembourg.
The legalisation of marijuana in Germany is cause for the introduction of quality control measures and prevention programmes as well as new societal and political debates. What role should drugs play in our society? How can we promote the responsible use of intoxicants? What lessons can we learn from the history of alcohol and tobacco consumption for dealing with other drugs?
